Enhancement on Card Layer, Notification, Email Template and bug fixes

Improvements 💪
    1. Email Templates are authorized to different users with different permisisons : System Admin, Domain Owner and User Owner
    2. Capture card preview is handled
    3. New configuration is added to allow turn on/turn off whom domain owners receives notification after their domain's stacks are followed
    4. New Date format is added on News/Newsltter and Campaign cards
    5. Keyfact and USPs are always validated as unique
    6. Bitly links are synced to Mongo database

    Bug fixes 🐛
      1. Return 504 instead of 500 in case of APIs are not running
      2. Image covers are saved once to server
